This refers to loose fiber that has been processed and is ready to spin or felt. The picture shows dyed roving that has been wound into a ball. Unwound, it would look like a long strand of colored hairs. There is also a small amount of loose fiber shown above the balls of roving. The loose, tufted out fiber is the form most frequently used when needle felting.
